Chaudhary Charan Singh University [CCSU] — Complaint regarding fee

I'm student of hierank business college (879), i'm pursuing bba course from this college. During the admission they told many students that you can pay half fee during starting of semester and remaining during the end of semester but after first year they say they will no recieved partial payment they also said " if you don't submit full fee u are not allowing in classes.
Sir if they say during admisson that they not recieved partial payment then we can't take admission in that college becuase we can't able to pay full fee at once because my family income is not that much but we are able to pay fee partially.
Sir please take action in that situation immediately if possible
