Chipkart.com — not dispatching product or not refunding money

I placed an order amount of Rs 3499 with chipkart.com, i paid all amount with my debit card..
after 2 month i didn't received the product or money... i tried to call their customer care but they didnt pick calls. lots of Email complaint and didnt received any response...

Got an email from Mr. Mrinal with promise to refund ASAP. but nothing happened

I tried to contact with Facebook account but after 1 promise to return money again no response.

I don't know how this fraud website is still running...
