Ciel / Kefi — Paid advance for shoes in Feb, still not received

I have paid an advance of 8000 rs to order a pair of shoes to the Instagram page called Ciel, now changed to Kefii_in on 10th Feb. I have been following up since then but no update and no delivery. She asked me to select an alternative product which covers the advance paid but that also has not yet been delivered.
