Refund of failed transaction is not allowed due to account limit exceeded. Common sense for a customer is that money which is deducted but the transaction fails should be allowed to be credited and should not be counted as amount exceeded.
I talked to the customer care of citruspay. They said that money will be credited next month.
This kind of service is not expected from any wallet provider. They are basically denying us the money.
