Complain Against 4/59, Old Rajinder Nagar New Delhi 110060 — Illegal construction of basement without leaving buffer zone

I am resident of 4/58, old rajinder nagar, new delhi
1. Neighbour building 4/59, old rajinder nagar, was sold to a financer on 1/10/19.
2. Builder started demolishing the building without fencing it number of complaints were done as my house is constructed on Tukri (red bricks )and mud. Not made on concrete. Resultantly big cracks and wall broke
3. Then builder started constructing 12 ft basement sticking to our wall. Our house cannot bear any load
4.the builder has been told multiple times to follow the MPD 2021 plan wherein 2 MTR needs to be made as buffer zone but he is not listening. Pls help to stop this construction
