Bangalore Municipal Corporation — Garbage put on fire, very close to house

Dear Sir,
I am a resident of BTM Layout(9th Main, 14th Cross, 2nd stage, N. S. Palya) at Bangalore. My house is at a corner location, and hence, faces the road on 2 adjacent sides.
I wish to complain against the division of the Municipal Corporation, that is in charge of collecting garbage from this area.

Today (25th April, 2012) at 7:45 am, a corporation worker was contacted by a neighbour of ours, to dispose off a huge bundle o[censored]sed bamboo and wooden planks (like the ones used during construction). He accepted some funds to do the same, and very conveniently set the bundle on fire, right at our boundary wall. The entire wall has been scorched black, and flames were higher than the wall itself (wood being extremely combustible). Luckily we saw the flames in time, and told the worker to douse the fire. Then the fellow is getting angry at us that you people want the garbage to be thrown, but don’t allow me to burn it. He is not even ready to accept that the house could have caught fire, if we hadn’t noticed in time. There is hardly a foot’s distance between our wall and the windows, wherein the curtains could have caught fire very easily, also, the entire carbon-mono-oxide was trapped in our room.

I wish to ask the corporation, that aren’t the workers instructed to throw garbage at specific dump areas, and isn’t it a basic human sense that a fire should not be lit so close to the house.
Kindly send some officials to take note of the damage and also to ensure that no more fire-lightings are allowed within the residential areas.
