delhi-gurgaon expressway — Tag users charged more

I commute daily from my home to office using the Delhi-Gurgaon Expressway. Since this is the case, I decided to buy a express tag for my vehicle so that I can avail the 50% discount in toll fee. As per the website, the tag users are required only to pay Rs. 9 as opposed to Rs. 18 which are charged from the non-tag users. To avail this incentive one has to buy a device for Rs. 1500. as operation and maintanance charges for the device.
I went to the expressway office to buy this device and get my car registered. To my dismay, the customer relationship officer informed me that even if I buy the tag I will still be chrged the rates applicable to a non-tag user which is Rs. 18. When asked why was this the case, the officer told me that their server was down and he doesn't have any idea as to when it will get fixed.
Also, why is the private developer allowed to charge a fee for the device when these guys were distributing them for free in the begining. Is it legal for them to keep demanding the fee and not providing the service. What are they asking the 1500 rupees for if the consumer has no incentive. They were given the land rights only on preconditions of achieving the performance parameters.
I as a consumer and a tax payer feel cheated by the construction company and also by the cuthority for not taking appropriate actions. Will we let this continue and make matters worse for future generations to come or we plan to take action.
I am going to file a written complaint against the company through the RTI and will surely contemplate a legal recourse.

I reside in gurgaon and commute to delhi daily for work. I have opted for TAG which is
charged on monthly basis. For one month from the date of recharge, I pay Rs 9 for each trip
across the toll plaza. After one month if there is any balance left, I pay Rs 18 for each trip.
This was being done till date and it is a very logical process.
Yesterday when I went to get my tag recharged I was told at the counter that
from 1st oct onwards, if there is any balance left after one month, that amount will be forfeited.
how logical is that ? If any person from the toll plaza management is reading this please explain why this should not be called daylight robbery ? I request the authorities to revert back to the earlier system.
I too faced a terrible experience on tag recharge. I wanted to convert my Yearly Tag to a monthly Tag. I was told that the monthly tag recharge is available only to commuters who live within 3 KM of expressway and that I will have to pay Rs 18 per trip. I was refused the conversion from Yearly to Monthly. When asked pls show the written policy the same was not available at the expressway (at the Gurgaon Toll plaza.

This is purely at the whims and fancy of the DG expressway. No body is willing to listen and Call centre number also disconnects when you press 9 on the call centre number.

Now, the DG Express way are in no means providing good services to the customer. The employees and staff there are so rude that most of their complaint register is filled with the same. Sometimes, even they don't provide the register complaint and ask the customer to just write the complaint on plain paper. Shame on you...
I also agree with the complaint. The staff is very RUDE. I also commute from gurgaon to Delhi daily.On 9/5/2011 I gave a note of Rs. 50/ and one rupee change, but the Cashier KISHORE KUMAR, REFUSED TO RETURN THE CHANGE. HE said that I was telling a lie and talked very rudely he said" chal aage chal"( My receipt no.[protected] somebody please tell what can we do about such rude behaviour of the staff of this toll plaza.
