[Resolved]  Passport Seva Kendra (PSK) Mangalore, Government of India — Passport fee not refunded (Rs 2500)

Dear Sir/ Madam,
I had applied for renewal of my passport through tatkal scheme in Mangalore passport seva Kendra (File no: BN[protected]; Receipt No: BN4F[protected]). However, at counter C I was told that I cannot apply for renewal of passport from Mangalore because I work in Hyderabad. Therefore, they suggested applying from Hyderabad. However, the government officials said that my renewal application can be closed but the application fee (Rs 2500) cannot be returned. Money was collected in counter B and my application was rejected in counter C. As suggested by the government officials, I gave a request for closure of my application and my application was closed.
It is understandable if someone is not eligible to apply from one center, he/she can be referred to other center. However, I do not understand the reason for not returning the money. It is not fair to collect money from someone without providing any service. Most disappointing to me was I lost my precious time and moreover I was told that the money (Rs 2500) cannot be returned. This is the first time I am hearing from any reputable agency taking money for not doing anything. I spent almost 5-6 hours for the sake of passport renewal application in Mangalore passport seva Kendra. According to the government officials, it seems previously there was a system of refunding the fee, but not now. Taking money without proving any service is purely cheating the consumers. It is really quite shocking to see a government agency doing such things.

I kindly request for your help/suggestions in getting my money back.
