Police Report — Report against carelessness of police

I have been attempted by some kidnappers while I was going to board my flight from Amritsar airport to dubai on dt[protected].They harrased me very badly and looted so many valueable items from me.Later when i reached to airport,my flight was going to be missed as i was delayed very much.So I didnot inform to police at Airport,also i was unable to identify the kidnappers.Later when I reached to Dubai,then i came to know by some resources kidnappers were the wife and daughter of my real brother to whom I don't know by face from the day of their marriage(1989-upto now).as I lived all the time in dubai since-1986,never met them due to court litigation between her and my brother.By identifying them,then I sent a postal report to NRI police station at Jalandhar under the command of SHO-Mr Karamjit Singh right after 3.4 days of the incidence with all details and story of incidence with relevant evidences.The said SHO register the report under file no-HRC-R-DSP CITY-1(21st July-2009) and took the statement of both party.But upto now this said police SHO of NRI cell didnot respond or take any action against the culprits ,where as i have their alive recorded voice of the alleged kidnappers for threats against me.Police authority has disposed off my complaint without any legal action by stating to me that already you have case in court against this alleged accused.How it is possible,if I have case against the same accused for different matter or crime what they committed,How can be I abided to submit another complaint against the same accused if he committed another crime different from earlier one.I lodged a civil suit of recovery of Rs 16 lakhs against the husband of kidnapper's accused Neelam Kumari not against her.Her husband died in train accident after one year of the case proceeding.Now this lady to get relief from the said recovery suit,filed a complaint under section 306/34IPC in railway police station that I am responsible for the death of her husband due to recovery suit.So now court has declared us innocent due to frivolous material for evidence against us.So in return of that she executed this kidnapping incidence to nullify the impact of recovery suit.But police is insisting that if you have already any type of case other than this matter of kidnapping,then they cannot interogate the same person for her other crimes.Kindly explain to me this foolish policy of police department to harasse for this type of their opinion to my complaints.Now one year is about to pass,still my complaint is not register.It is painful and distress matter for me.Kindly review my complaint and put your's stern action against police HQ Jalandhar and related police station is police station no-04 jalandhar (NRI) cell.
