ShopYourWorld.com — Not refunding the Amount

I have order an hair iron from online shopping site shopyourworld.com

Due to delay in shipping i cancelled the order on August 1 2012 and i was informed that i will get my refund amount in 15 days. Now i am doing follow up daily and i used to get same answer every day that your refund will be processed by today evening. Yesterday i called them and i got same answer and they told me you can complaint to any officials if you want.

Please help me how to proceed on this
