Public Distribution System — Lack of Issuance of New Ration Card

I am an Indian Citizen who worked overseas for a number of years on Government Service. Upon my return, I am unable to acquire a Ration Card despite my repeated attempts for the same at my nearby Civil Station of Palai Town, Kerala, India.
It has been more than 2 years of postponements, delays and excuses from the concerned government department. It is said that the Kerala government refuses to provide application forms for new Ration Card Applications. This is a denial of basic rights as citizens require ration cards for a whole host of requirements besides the apportionment of key commodities viz. Cooking Gas!

I came on transfer from Gujarat to Madurai. I had applied for a new ration card in the prescribed application form enclosing therewith the surrender certificate. My application was acknowledged and I was informed that I will get my card within 60 days. The application No. was 654/10. Date of application 23/3/2010. and of Madurai West. Kindly let me know the status of my new family ration card. Yours K.T. Kannan

Actually speaking I obtained a Surrender certificate from Special Tahsildar, Civil supplies, Erode requesting him to transfer the same to Mysore. But due to some personal problems and due to non availability of better jobs, I shifted to my native place Nellikuppam, Tamil nadu. Hence I did not obtain a fresh ration card at Mysore and still I am having the original surrender certificate obtained from the Special Tahsildar, Civil Supplies, Erode. I got a good job at Cuddalore and now I request the concerned staff to cancel the surrender certificate and issue me deletion certificate or give back my existing ration card. What is the formality to get back the deletion certificate? The surrender Certificate no. is S.C. No. 11/2010/C2 dated 4th June 2010 and the existing ration card no. 10/G/0658106

I have applied for renewal of ration card & the slno is 284/12 dated 01/06/2012. My old ration card no is 24/W/0109939. I have also given a humble request thru Honourable collector face book for a speedy action & the slno for that is MA/13/11105. Please give a reply to my E mail
