Couponfare.in — Refund not received

On 17th October, I was planning to go to Kolkata and was looking for cheap flight deals. One of my colleague referred me to an agent who books flight tickets at cheap rates. So she helped me connect to that person. On the very day at 10:03pm I paid him 18000 rupees for the flight tickets and then at 11:53 pm he whatsapped me that the ticket is rejected and there is a price hike of 2000++. So I asked him not to proceed with that and refund the money. Starting from that day he is constantly making excuses. At first I did not think of anything since it was referred by my colleague. But on 30th October he called me and asked me to pay 2000 rupees because his company is not allowing to pay 18k instead he can pay 20k completely. Without thinking, just to get my money back I paid him 2000 rupees. But again from that day, he is making excuses and not paying the money. He does not even pick up the call. I have to call through my colleague's phone to ask him for the money but then he makes excuses.
