Day Night Communications — not recharging on mobile as per the costumer value

I have gone to recharge my mobile to the retailer. The address of the shop is:day night communication, nagpada, near rolex hotel, mumbai:400008
I told the retailer to recharge my mobile with 35rs. I am a vodafone user. He told me that minimum amount of recharge he does is of 65rs. I told him go on and do the 65rs recharge. And after that i gave 2000rs note for the change. He told that do i have a note bigger than 2000rs. I said you have the minimum recharge of 65rs then i also have a minimum note of 2000rs. He kept the note with him and told to give me the change. Fortunately i have a note of 100rs in my scooter. So i gave him. And then he returned me 2000rs.
I have also tried to complaint to the vodafone but they told me that they do not register the complaint of the retailers. So my question is why would someone recharge with the large amount. They are making profits my forcing the customers to recharge with large amount.
