Delhi Technological University — Delay in fee refund

I took admission in DTU which later was cancelled, and it has been more than 3 months now and I haven't received the refund, moreover last month I visited DTU campus and was told by pg academic section that the money will be refunded before end of October. Now its been a week over that and when I mail the pg acedemics section or pg dean they doesn't respond to that.
