Dog Catcher — Injured animal roaming around and risk of others being injured

I am living in Purinia Chauraha, Aliganj, sector H, Lucknow 226024 .
There are few dogs whose are injured and had bad smell and roam around my house and locality and sometimes in my stairs, that creates lot of problems for us, since they are injured and so human can so effected .
Kindly resolve this problem and send Dog catcher team so that we can live peacefully
