Drainage Overflowing — overflow of drain water into the whole layout

The sewage water is overflowing on roads and spread across all the gutter spaces. This dirty water creating unbearable bad smell and also lot of mosquito producing in this water leading to health hazards. With rain the condition i getting worse.
