Electricity Department, Uttar Pradesh — Useless UP Govt

The electricity Bill for July 2023 has been delivered at our address in Prayagraj (allahabad) on 5 Aug 2023 but I have tried to deposit the bill at the electricity department office for three different days. All the 3 times I had to come back because the software of Electricity Department is being updated and no work is going on in the office. Now when I will deposit the bill, I will be charged a penalty for late paying. UP govt is useless.
