Equitas Fastage — Unutilized equitas fastag balance

Dear Sir/Madam,
We have a equitas fastag for our truck which earlier been used to ply on toll roads but since last 2 years we are only running within city roads and in future also it is going to be used locally only and there is a unutilised balance of around 9000 Rupees in the tag for more than two years. We would like the unutilized balance to be transferred back to our SBI bank account from where we have transferred. But Equitas is refusing to transfer the balance but asks me to close the fastag account which may be required for future use and also as per recent GOI notification it is mandatory to hold fastag eventhough we dont run on toll roads.
