Garage — complaint regarding unauthorized space occupied in front of my home apartment

I am resident of geeta colony 17 block delhi and there in front gate of shaheed bhagat singh park a person has opened his garage by just occupying all the space in front of the park and has left no space for public to enter the park and narrowed the road. And if someone tells to wind it up he threatens that he will beat him to the death and behaves like that he is the bandit of the area. So please make him move from our area as we are so much problems from this on every evening there comes a lot of people to get their vehicles repaired and a traffic jam happens there.
