Garbage Collection — Garbage dumped and not collected

I am Kumar Anurag, Civil Eng, currently staying in Sector 3 of Chitrakoot, Vaishali nagar. Nearby my home, there is one barren plot on which garbage is dumped and not collected by Municipal authorities.
