Ge Countrywide Consumer Finance India Bangalore — Non issue of cc for two wheeler

I have taken two wheeler finance for TVS VICTOR GX MODEL 2005 during the year 2006 from GE countrywide consumet finance india, bangalore. I had cleared total amount and now i want clearance certificate. I had been to their HO but they are asking additional amount for CC. Kindly confirm since it is long back.
