Government Office — Not responding properly

I have visited the District Registrar office 4 times but work not done .(SPA adjudication for 200rs ) Day 1: I went to 3.40pm but they told concern person not there come next day 10.30. Day 2: I sent my brother again no concern person and they only told do some correction Day 3 :i went 10.30 with correction again concern person not there but one lady came 11.00am starts the work the i went to lady table i have given the documents she told get xerox . Office in 2nd floor, lift not working k i took xerox given to lady she told wait for 30mins .(Sitting outside no fan, some old age people also waiting for some work ) she didn't call me up to 12.10pm k i went and ask madam work is over she replay me u came now only wait for some time i have sent for signature.12.30 she call me i went in papers there is notary seal and signature (some conversation happen ) then i left the D Sub Reg office Day4: after 10 days i went again with notarise(US) SPA again same Madam went for meeting, then i went speak with D Sub reg he told wait for till madam comes .Again i left the office my next appointment is Wednesday 11.00am (18.06.2014) 10km from my home so total 20km up and down (20X4 80Km ) waste of time, office leave . Its Just for 200rs Work see how this Govt Employees working we are paying the salary to them but they are not working properly .
