Roads are not made properly with quality material. If made, that is temporarily & not durable. The repaired road life will be 1 month, not more than that. After making new road, or repairing road, nobody check the quality. who is responsible ? Because of the road, many accidents, who will pay for this ? Actually the contractor should pay the bills.
