Gulf Wisdom — Offering job in abroad and collecting money from job seekers and cheating job seekers

I received call from Mr, Jatin ray (mob.no.[protected])of gulfwisdom job site also followed by mail that we can seen your c.v. and shortlised for our client in Dubai and singapre.You have to pay following money:
Rs.3900/- registration charges
Rs.4980/- medical in india (will be reimbursed with first salary)
Rs.4980/- medical outside(will be reimbursed with first salary)
Rs.7000/- visa processing (will be reimbursed with first salary)
Rs.9890/-certificate verification charge(will be reimbursed).
Mail followed by application form and medical form.They given a/c details of directors Mr.Tahseen ahmad and M.D.Mahtab alam for payment.I have made payments except certificate verification on 28th january 2016.I informed them that i am not interested. They informed back that as my application is not yet processed, they will refund the money except registration charges within 30 working days.Now the mobile no. seen switched off. I had sended message to the mobile no. and mail ids([protected]@gulfwisdom.com, [protected]@gulfservices.com) for refund of money paid by me..
I want refund of my money and also to ensure no such fraud on job seekers.
Kindly help.I also lodged compaliant in india consumer forum online on this matter.
