Habitech Infrastructure Limited — 7 year delayed yet fraud in possession

I booked a shop with this builder in his crystel mall project in knowledge park, greater noida in january 2000 through investor clinic. Its been 7 years, these guys did not build a single brick on the area where shops were supposed to be built. You would laugh out loud that they even handed over possession letter to me 8 months back without even putting a singe brick there.
Now they are handing over counters (Shown in picture) instead of shops. When we are refusing to take shops, they are imposing holding charges and maintenance charges on us.
This is the ugliest example of fraud where despite of 7 year delay, builder has audacity to handover counters instead of shops.
