HDFC Bank Real Estate Destination — loan application fee refund

I have applied for home loan in hdfc ltd. For this they have took 8500 approax amount of processing charge. Later on they denied that builder is not register with us and we can't sanction the loan. So i asked them to refund my processing fee but then they have partially refunded the procesing fee which is 5000. Now i am continously droping mails to them to refund my remaining amount but they are not answering. I want to make compalin against them as this is the way they make fool of public.
