Hp Gas Agency Bhel — gas refilling delivery

I have single cylinder which is over and raised gas refilling request 8 days ago in hp gas online portal but still it is not delivered. Ideally they would take 2 days to get the refilled cylinder.

Every time i call the gas agency almost 7 times they would say it would be delivered today or tomorrow but it is never happening. Not sure what to do and whom to approach to get the cylinder. Please help.

Need to get the cylinder as soon as possible.
