IIT — Refund of seat acceptance fees from JoSAA

Dear Sir, I applied for JEE Advanced 2015 and qualified with a rank of 14265. I was alloted a Chemical Science and Technology in IIT Patna and i paid rs 45000 as seat acceptance fees to continue further in the counselling process. My branch did not change further so I decided not to take admission in IIT Patna( I was not given the option to withdraw my name in 2nd or 3rd counselling after paying the fess). HRD Minister Smriti Irani directed JoSAA to refund the seat allotment fees to those whose who did not take admission in their alloted seats. Now that refund process has started those who paid seat acceptance fees to JoSAA are ineligible for refund. I contaced IIT Bombay about this and they said that HRD Minister Smriti Irani's directive was in news only and no official order was made regarding that so they are not refunding the 45000. Sir I left my seat only because of Smriti Irani's directive to JoSAA and now they have simply refused to refund the money. Sir 45000 is a huge sum of money for me and all other students who don't even know how to raise their voice. Please look into the matter and help us.
