Ilegal Building Construction — Encroched windows under my land and without set backs

I K vasantha, Resident of 4-3-429/1 is a peaceful owner and enjoying my premises in my limits. My neighbour J Kalpana & j Krishna reddy H-no 4-3-430 has constructed an illegal building violating all the Building regulations & set backs.The building is to the south of my premises and the setback given is less than 0.5m. My Building is devoid of sunlight and Air Also the old prahari wall was dismantled earlier and building was constructed on the wall itself. Now, he has constructed windows facing my house, now doing revetment works to the windows. This is causing severe distress to me as the encroachment for windows is in my land.also it will cause the rain water to fall into my building.The main problem is with the setback. Kindly look into this issue and resolve the illegal encroachment and construction of window projection into my land.please find the attached image of encroachment in my land lane.
multiple times registerd complaint with GHMC if they are giveng they are taking complaint as they are bribed if we are giving there just giving recieving copies without any action
