Indian Army — babloo kumar cisf fraud on olx

I saw an ad on olx of an apple iphone 11 (128gb) by babloo kumar which identifies himself as an cisf officer. I talked to him dialing his given mobile number -[protected]. He sent me his cisf id card that's why i did't cross check his details believing he is an cisf officer. He posted his ad at kalui khera, bachhrawan which is 45 kms away from lucknow. He asked me to send some money as security as he told me that he is going to the post office to post the mobile phone through speedpost to me. On 7th july 2020 i sent him rs. 1900 through paytm upi. He told me that mobile phone will be reached to you next day (8th july) at after 11 a. M. Next day, i received a call from delivery man which also identified himself as indian army courier service man. Courier man told me that he is near my locality and asked me for payment because only after payment he would receive an email giving permission to handover the product to me. Then after, i called babloo kumar and he said that there is some insurance clearance issues which can only be resolved if i pay some rs. 14000 to him and then after i can receive the product but after sending the money he again called me saying that i need to send him some more money so as to clear the insurance and receive my product but after paying the money he and his fake courier person vanished and i lost my whole amount of money receiving nothing.
When i searched about him on google, i found that there are many more cases of fraud on the name name babloo kumar cisf.
I just wanted to ask my cbi and police force - what you guys are doing?... This man has been cheating people since many years and still he is active and playing his game. Please i request to the authorities concerned to take some serious actions on this regard.
