Indian Army — Indian army transport agencies fraudation of money

Sir I have ordered a phone which was dealed by rs 4500 but affter paying the amount he asked to share more money of almost 2000extra
So now when getting some more issue I cancelled my order so now he is saying that it will be refunded to me after 3 months. I think they are doing some fraud.please sir help me sir
