Indian Army — Non splitting of annual leave

I am a serving officer MNS posted at MH pathankot. Here our administration has made a rule that we can not split annual leave . They just force us to take complete 60 days leave in one times. It creates a lot of problem with our family life. I am requesting for one month annual leave because my husband is going for a course for one month but my PM is not agreeeing if ivtake complete 60 days leave now later on when my kids wil be on leave no body will be there to look after them they are very small 7 year and 4 year. They dont give CCL also . I am in great problem sir
