While Restringing there was no option for LOCALS/SETTLERS

After logging website says YOU HAVE NOT SELECTED LOCAL/SETTLER IN PROFILE SO UPDATE AND PROCEED"
when clicking in UPDATE there is No Option to Select LOCAL/SETTLER.

Now the Candidates are not able to Apply even after registration.
