Fraud Complaint – Fake Army Officer Selling Bike on OLX

Respected Sir/Madam,
I would like to lodge a complaint regarding an online fraud committed by an unknown person posing as Army Officer Ashok Sriram Sawanji, who attempted to sell his bike through OLX for ₹29, 500.
On contacting him through OLX, he claimed to be an Indian Army officer currently posted at Mumbai Andheri Airport and stated that he was selling his bike due to a new posting. He sent me 5–6 photos of the bike along with its RC card and Aadhar card to gain my trust.
He then requested an advance payment of ₹2, 000 as a delivery charge, assuring me that within 15 minutes, I would receive delivery documents and a video of the bike being loaded for transport. However, after about an hour, I received a call from a so-called "delivery person" demanding an additional ₹9, 560, claiming that the vehicle tracking had been disconnected from headquarters.
At this point, I became suspicious of fraud and refused to make any further payment. Earlier, when I had requested to visit and inspect the bike personally, the seller denied the request and insisted that delivery would be handled through a “Government service, ” claiming it was safe. However, he did not provide any delivery tracking information or proof of a government-verified service.
When I asked for a refund, he stated that the money was already used for government delivery charges and that the refund would be processed within 14–15 days, which has not happened. After researching online, I discovered that this is a common type of OLX Army fraud, and the same individual has also created an Instagram account for similar scams.
I have attached all proof, including screenshots, payment details, and call recordings, for your reference.

I tried submitting my complaint through the NPCI website, but it is currently not responding when I click on the “Submit” button. Therefore, I am submitting my complaint through this medium.
