Indian Army — vehicle not received - mohammed rafi

Sir, yesterday on 14.09.2020 i saw a add in face book in chennai open market regarding activa 5g sales for sales rs.25000/-. I spoke with the person and accept the rate he says you have to pay transportation charges rs.2150/- because your not allowed to enter army permises and the amount will be refund to you, and after this i got a call from driver mr. Dinesh kumar he says you have to pay gps charges 6999/- and after sometime again he call me you have to pay gst charges 7999/- and i spoke with the person mr. Mohamed rafi and he spoke with the transport dept and he call back to me he says the amount will refund to you at the time of delivery, and after some time the driver call me and said you have to pay security charges rs.7850/- and i call back to rafi and again he spoke with transportation dept and he said the amount will be refund, like this i have transferd 25000/- in advance, now all the formalities clear you get the delivery on 7.30pm and after some time again driver call me to deposit 12500/- half of the vehicle cost then only the vehicle will be delivered this is the army rules and i borrowed money from my friends and transfered after this drama, driver said the delivery time over. The vehicle will delivered to you on 15/9/20 at 10.00 sharp and today morning the driver call me and said you have to pay late payment charges rs.3150/- then only the vehicle will be delivered and again i have informed mr. Rafi about this he said you dont pay anything i will talk to them and after some time he call me and said you pay the amount and it will be refund to you at the time of delivery but still i have not received the vehicle and after that they two of them are not picking the phone. Totally i have transfered rs.40650. And i have attached proof for your reference.
Sir take sevior action against them and refund the amount to me iam a normal person from middle class family. Kindly clear this problem, this happened in chennai they said they are from pallavaram army camp.
