Individual User — fraud person

I saw an ad of external harddisk and the seller message me his number and he called me so i told i will purchase it for 2000 but he told to avoid old charges to pay directly to his bank account so i transferred 1500 and rest once i get the product. But after transferring the amount the seller has switched off his phone. Whst should be done. Can there be any way out to get back the money.
