[Resolved]  Genius informatics, Delhi — non sending of internal marks and non issuance of NOC

Sir,
my son Vivek Somani has complted his M.Sc.I.T.from Genius Informatics,affiliated to Punjab Technical University, Jalandhar.He had already lodged complaint with Indian Consumer Forum. For non sending of internal marks of 1st Semester (the reasons are known to the Institute). After RTI, several letters it took about 7 years to receive reply from PTU that NOC M/S Genius informaics through my pleader on 21/08/2012. But the Institute has not responded.
Now I wish to file court case soon. Kindly guide me whether it is to be filed from Delhi or from the place where I am residing.
There is no alternative for me except approach Court for justice.
