Jambhulkar Hp Gas Agency — Not issue new connection, mandatory purchase of Stove

I have contacted Jambhulkar HP Gas Agency for new connection with single cylinder.
They are charging me 5, 000+ for 1 cylinder, 1 Regulator and 1 Stove.
I requested them i already have Stove, please give me only connection with cylinder, they refused and said stove is mandatory.

As per my knowledge there is no such rule. if want i can take new connection without any Stove.

Please help me to resolve this issue asap.
