jeayam shelters — booking advance not refunded since the project is not approved

I booked a apartment with jeayam shelters and paid Rs 6, 00, 000, in 2011.They gave a letter of the authority for having received the proposal. The builder has promised that he will start the work by that time Some of the persons have got registered undivided portion even before approval of plan..They have also started and completed upto basement level before proper approval. It is learnt that the plan is not approved. So I requested for the refund of advance. The builder, when contacted informed that they have appealed to the Govt. They have also requested my assistance in drafting letters to Govt. Even then the Govt has not accepted the appeal since some of the front portion is acquired by MRTS and hence FSI is not within the required norms. So, I requested to refund the advance with interest. I am informed that they are selling to the land to some one else and gave me a copy of the later company accepting the discussion for a cost of Rs 18 crores and also accepting to allot a portion to the existing customers. I learnt that the later company can fix the current rate of Rs 9000/sft instead of Rs 5000 accepted by the jeayam shelters.Hence I sent six more mails to refund the advance but they have not sent any reply. so I need help in this regard
