Subject: Urgent: Repeated Damage to PQC Road Surface by MNGL Gas Pipeline Contractors (M/s. Rich Earth & M/s. Nops) at CH 39+500 to 29+100 – EPC ND-II (35A), Talni-Raigaon Road, Ta. Sengaon, Dist. Hingoli – Demand for Immediate Restoration & Compliance (Ref: Prior Requests dt. 07.03.2026, 09.03.2026 )

We, Kalathia Engineering and Contractors Ltd., the appointed EPC Contractor for the Improvement to Hatta-Talni-Uti-Kelsula-Kapadshingi-Talani Road SH-227 (Km 0/00 to 45/00), Ta. Sengaon, Dist. Hingoli under EPC Package ND-II (35A) as per MSIDC guidelines, write to formally escalate ongoing issues caused by your pipeline-laying contractors, M/s. Rich Earth and M/s. Nops (MNGL Gas Pipeline Contractors).

Despite our repeated humble requests and letters dated 07 March 2026, 09 March 2026, and subsequent communications—including meetings with your representatives—these contractors continue to intentionally damage our freshly laid concrete road surface. Key violations include:

· Unauthorized digging and disruption of PQC panels, embankment, base, surface, shoulders, GSB, and underlying layers at CH 39+500 to 29+100.

· Failure to restore sites to original specifications, breaching NOC terms and prior instructions.

· No coordination with our project schedule, leading to severe delays, approximately 10 to 15 Cr. financial losses, quality control failures, and road safety hazards.

This ongoing negligence violates our contractual obligations and jeopardizes public safety and our project timelines.

We urgently request the following actions:

1. Immediate Halt: Instruct your contractors to cease all damaging activities forthwith.

2. Restoration within 7 Days: Restore affected sections to original PQC specifications at your cost.

3. Joint Inspection: Deploy a team (including our site supervisor and your engineer) within 48 hours to assess damages and finalize rectification measures.

4. Future Compliance: Ensure all works align with our schedule through prior written coordination.

Please confirm receipt and actions taken within 48 hours. If you do not comply, we will escalate to higher authorities, including the District Collector, PWD, MSIDC, and we will pursue termination of your NOC per the contractual provisions.
