Whereas, a complaint alleging circumventions/non-compliance of dgca testing method of free water in atf by m/s kaveri baag corporation, mumbai was received. Lt has also been alleged that m/s kaveri baag corporation have flouted the dgca guidelines forthe last 8-9 years. As perthe quality control manual para 4.8.11, a water iesting capsule should be mixed with atf and after shaking the mixture for 5 seconds
The sime is allowed to settle for one minute and thereafter the change of colour should be observed. As per the dgca approved method, the capsule and atf mixture should be kept tor 02 minutes to allow capsule material to settle at the bottom and thereafter the change of colour should be observed. Atf as aporoved by dgca hqrs vide letter dated 02.08.1995, granted the approval to quality control manual of m/s kaveri baag corporation. No authorityi permission was ever granted by dgca to reduce the settle time from 02 minutes to 01 minute. And whereas, the sample of capsule of m/s kaveri baag corporation pertaining to batch no 305 was collected from m/s lndian oil corporation (Loc) ltd., palam, afs, delhi on 07.09.20'1'1. The expiry date of the capsule of m/s kaveri baag corporation is
April, 2012. Lt is seen from m/s kaveri baag corporation sample collected from m/s lndian oil corporation ltd. That the bottle bears a seal of lndian oil corporation showing the product approved by lndian oil exclusively for aviation fuels. The operation procedure on the bottle mentions shake sample for 05 seconds and stand sample for 01 minute. The samples were tested in dgca laboratory and test repofi discloses that the capsule of m/s kaveri baag corporation does not show any colour change at 15 ppm and
20 ppm for stand time of 01 minute and the sample gives colour change at 15 ppm for stand time of 02 minutes. A copy of these test reports is enclosed.
And whereas, the water detecting capsule of m/s kaveri baag corporation is capable of detecting free water in atf at the level of 15 ppm at stand time 02 minutes. The capsule is not capable of detecting water concentration at the level from '15 ppm upto 30 ppm for stand time of 01 minute. M/s kaveri baag corporation have wrongly mentioned stand time of 01 minute on the bottle of capsules approved by loc. Lt is clear that the capsule of mis kaveri baag corporation was incapable of detecting water concentration upto the level 30 ppm for the stand time of 01 minute. Therefore, the capsules of batch no 305 of m/s kaveri baag corporation did not follow correct procedure as per the recommendations of dgca vide letter no 12-7191-rd dated 02.08.1995 to avoid rejection of atf having free water upto 30 ppm which is considered as a safety hazard.

If ir now therefore, m/s kaveri baag corporation is hereby directed to withdraw the batch no 305 or-aquaais capsures - suppried to oir companies. They should also incorporate the correct procedure of stand'time from 01 minute to 02 minutes in their quality manuar and on the botfle containing capsures for manufacturing of aquadis capsules.
