kolhapur municipal corporation garbage problem — Picking up of garbage

I am staying at Tarabai park, I am a teacher and my school is @ 7:45 am. At home my mother 80 plus can't come down the steps alone so it becomes difficult to throw the garbage. I had requested the person to either come up to take from the door, or else I'll keep down near the building entrance. But as the time is not fixed of the garbage people coming, the street dogs tear the bags and spread it everywhere, so i don't keep down. There are no garbage bins anywhere so it has become a problem for us.
