Kr Puram Rto — corruption and harassment at its peak

Hello fellow citizens,

I am not a person to write complaints but the recent incident and pathetic experience is forcing a lazy person like me to convey it to you so that no one should face the harassment and corruption at the hands of kr puram rto office inspectors.

Ii have booked the dl slot for 11:00 to 12:30.
The website gives zero information on what all documents to carry for the test.

It neither mentions the process for getting the license.
Another experience started in the rto office, first of all none of the rto people are willing to talk in english or hindi, and if you are a north indian, they will first give you a bad face expression, and just ask you to go here and there. No one will clearly tell where to go for forms and all and what is the procedure to complete the test.
Also there are no guiding sighs in different rooms. If you ask any query to them, they will look here and there and then ask us to go to some other room, and when you go to other room, they will ask us to again to some other room. The help desk counter was empty whole day. Even cash counters were not specific to cater which type of services that they are handling. Only two cash counter out of many were functioning.
After standing in a queue for half a n hour, we came to know that the we have to stand in other queue because of lack of sign boards and negligible help desk support. After standing in second queue, we realized that queue was not moving fast as the cashier was entertaining driving school brokers to come near the cash counter rather than instructing them to follow the queue system. And then after a long wait we got the cash slip. And then from fellow people we got the other information like where to go and what to follow.
We inquired from the cashier for the next steps to be followed, he asked us to go to some room no. 5, and when we went to room no. 5, two guys asked us whether we are from driving school or not, and when they came to know that we are not from the driving school, they asked us to go outside for the test. They were not mentioning clearly where the the exact place is, then we ask fellow people (One of the guy was failed in test last time) about the driving test place, and when we went out near the road, we found it was a narrow service road with lots of pot holes and traffic. We stood there for 30 minutes but nobody came for test. Again we went inside the office to ask about the test timings. Then we came to know that we did not submit our forms in the office, as there was no guideline for that. Even after seeing the file in my hands the rto people did not ask me to submit the file, i inquired about this from them, and again the same thing, they just asked to go to some other room no. When we went to other room, we came to know that without submitting the file, we can not give the test. So after submitting the file, again we went outside, and waited there for almost 2 hrs. It was about 1:45, and no one was there to take the test. After some time two guys came and asked us to go little bit further on the same service road full of pot holes and parked vehicles. Around 8 people came for the test (Not from driving school). The instructor asked us to take a u-turn in that narrow traffic road, without keeping the leg down. Not only me, everyone was not able to take proper u-turn because of the lack of space and traffic. And the instructor failed all, saying some blunder and nonsense reasons. The instructor was very rude, no manners to talk and was not behaving properly. Also we came to know that the people from driving school gets a proper track for the test, and no waiting time and all for them. Many people who are driving from 10-15 years also were failed giving some random reasons.
When everyone requested for another chance of test, in order to incorporate all the instruction which he considered for test failure, he did not listen at all, and was talking very very rudely.
On asking about the track for driving school people, he started shouting that go and complain to his superior, and also told that do not ask me anything.

Negatives from the incident:
1. The website can be better suited to accommodate for the different process and allowing the payment online.
2. Proper measures to be taken so that help desk is never empty.
3. All cash counter should be in working condition with proper sign boards
4. Proper track should be provided for the test.
5. Slot time should be followed strictly.
6. Biased towards driving school brokers, should be stopped (As they are paying bribe to the government).
7. Also biased toward the local language should be stopped.
8. The driving test instructor should be polite and humble.

A humble request from the government origination seniors to look into the matter, and try to remove the above negatives in order to make public feel more motivated to follow the proper government process rather than taking a way towards corruption.

It definitely made me rethink about my decision to apply four wheeler license at KR PURAM RTO. Thanks for the info.
Great work that u took a right step to exposed the working culture in these kind gov. Organization. I appreciate your effort and your valuable time that u spend for a good reason and I feel sorry that some gov organization still not willing to change. I hope this post spread as much as it shd be. Government has to take an action on these stupid behaviour shown by rto employees as mentioned in your post bt keep in faith in system. Being a government employe, i can ensure you that this kind of mentality will change with time if people like you vl fight fr it..
I'll tell you one thing system in India will not work according to rules as it's a mean money seeking country which it has become due to pathetic politicians who starts corruption right from the beginning and channels it to all the levels of government employees and people are the main reason for such thing so you can't do anything to change about it so go with the flow corrupt the RTO employees with the help of best driving schools and you will be served as a king and queen I'm telling no need to go to RTO as well you will get your license at home, hahaha
I had similar experience too at KR Puram RTO. I applied for LL & I had to fought my way through to get the LL without paying any bribe. They have a special way of taking bribe. You pay to Driving School, they'll give you a file folder with their name printed, there's an arrogant RTO employee who is standing at door checks if you're carrying that file. If you don't have that file he'll misbehaves with you & ask you to get that file first. I didn't listened to him & went straight inside, he was very upset & tried every possible way to stop me. But I stayed shamelessly. Afterall, the officer checking the documents let me in & okayed me for online test which I passed & got my License without paying single penny of bribery.

I saw everyone was carrying Driving School file. My request to everyone, please please please stop paying bribe. Fight your way to it if more people do it this bribery will stop automatically, at least at KR Puram RTO. Govt has made online system to stop bribery. Use that please.

I also sneaked and got ll somehow. But last year they wantedly failed me in dl test where there were vehicles passing in the road.

Till this date I didn't get my driving licence and going through agents costs 2700rs for only gearless two Wheeler. It ain't worth it
Mam i too experienced the same problem but no one is ready to hear the voice of you and us.

My father always scolds be that you can't get dl what to do?
