Maximum P.g Accommodations — Not returning my money

I am dhruv soni from deesa, gujarat. I was living in vadodara in maximum p.g, karelibaugh, vadodara. I was living there from 2018, in dec 2019 i want rent agreement for my paper work ( before this manger has not given any agreement, just a receipt which include billing address of ahemdabad ) so he has taken 2 months rent ( rent - 7000 ) and 1500 extra for agreement ment and tell me to return cash at the time of living. Due to corona lockdown i had to return home, even in pandemic he had taken rent twice from us and after this i decided to checkout from p.g.
Now it has been several months after checkout but he is not giving me my money back and recently when i call him he threatens me on call.
