Meerut Nagar Nigam — Stray dogs in the small area

Respected sir, I need to discuss about street dogs issue. They keep on shouting biting people in the street. Dogs count is increasing. It is tough to work and sleep because of their shouting. They also bite new people. Maid fear from dogs and don't come here
Please help either in catching dogs or neutering them. There is one female dog that keeps on giving birth in every 6 months. And one dog is mentally unstable who bites people.
