Miglani Supercity Mayfair Residency — Complete home is not handover

My father do e registry on 13nov19 and after registry they promised to handover the apartment but till dated 3 aug 2020 there is no water and drainage facilities even no white wash properly false ceiling is not done water hydrant for fire resistance is not there where can i file complaint against them so they charge heavy penalty for false promises
