National Institute Of Technology Sikkim — Unhygienic Hostel conditions

I'm a student of National Institute of Technology Sikkim, Ravangla, South Sikkim. We are having unhygienic conditions in hostel.
We currently shifted in different hostel in 2nd year (GH2). The water coming from taps are having many tadpoles in it. even the hostel corridors are not cleaned and they placed an open dustbin just in front of aquaguard which is having foul smell.
They even didn't clean our hostels before providing it to us. The toilets are full of spiders and other insects.
We can't even focus on our studies due to these conditions. We'll get ill soon if we live in this sought of environment. Kindly do the needful.
