Newspaper Vendor — Not giving the newspaper which we want

This newspaper vendor is not giving the newspaper which we want. I asked to deliver The indian express but he is saying he will deliver the hindu not the indian express. And he is fighting with other newspaper vendor so that they cannot deliver in our society. He is showing rowdyism. He is talking rudely and fighting for our objection. It is violation of a consumer right. Please help.
