ONGC — return my hard earned money

I dont know what is the intenton of ONGC in not returning the hard earned money of people, which they have collected as application fee. If they are very sure about cancellation of GT-2013 exam, then they should refund the fee. And if they are planning to show their annual profit enhanced by our money...then remove the tag of Maharatna company...
