Vaibhav Gas Agency — Non transfer of LPG Gas Connection

I had applied for transfer of my LPG gas connection from Shihor, Bhavnagar to Bavla, Ahmedbad.
All formalities in Shihor are complete. My gas Cylinder and regulator is returned in Shihor.
I visited Vaibhav Gas Agency for transfer and they asked for address proof.
I provided the rent agreement but according to them this proof is not valid.
They want a rent agreement that holds the photograph of the Landlord. They even want the landlord to visit the agency in person and sign some documents.
According to the Indane Gas agency website, only a rent agreement/reciept would be sufficient but the Vaibhav Gas Agency staff does not agree to it.
The Landlord wont help, as a result we are stuck without a LPG connection for a month now.
